The purpose of healing is always to heal as the purpose of protection is to protect,the composition of the team is what drives bars to change when only certain skills suit the intention.Nobody with a decent grasp of the game would take HB +Dual seeds on a FoW manlyway group and for good yet obvious reason. The healing output is more than enough to cope and UA also doubles up as the safest and fastest res in the game,HB simply cannot fill this role efficiently.

The declining community hasn't stagnated builds to this level,the lack of interest and updates/skill changes has. If tomorrow there was magically something better than UA,you can be 100% sure it won't take long to find it's way onto updated bars.
